Особое внимание уделено проблеме отсутствия специализированных баз данных для обучения ИИ и перспективам использования типовых алгоритмов реагирования ВСМК на чрезвычайные ситуации (ЧС) в качестве основы для создания доменно-адаптированных больших языковых моделей (Large Language Models, LLM). Проведен анализ возможностей мониторинга средств массовой информации (СМИ) с помощью ИИ для раннего выявления фактов возникновения ЧС и оценки их масштабов.</p><p>Материалы и методы исследования: проанализированы нормативные документы, регламентирующие деятельность ВСМК; выполнена оценка существующих информационных систем, в том числе используемых в деятельности ВСМК; проведен сравнительный анализ возможностей современных LLM; систематизированы данные о проблемах оперативного информирования о ходе ликвидации медико-санитарных последствий ЧС.</p><p>Результаты исследования и их анализ: выявлены системные ограничения для применения ИИ в обработке медицинских данных пострадавших; предложена архитектура гибридной СППР на основе доменно-адаптированной LLM; рассмотрена эффективность использования ИИ для мониторинга СМИ и анализа открытых источников информации.</p></abstract><trans-abstract xml:lang="en"><p>The study aims to analyze the opportunities and limitations of applying artificial intelligence (AI) technologies within the decision support system (DSS) of the All-Russian Disaster Medicine Service (ARDMS). Specifically, the authors cover the issue of lacking specialized databases for AI training, as well as the prospects of utilizing standard ARDMS emergency response algorithms as a foundation for developing domain-adapted large language models (LLMs). An analysis was conducted on the capabilities of AI-powered media monitoring for the early detection of emergency incidents and assessment of their scale.Materials and methods: Regulatory documents governing the activities of the ARDMS were analyzed; an assessment of existing information systems, including those used by the ARDMS, was performed; a comparative analysis of the capabilities of modern LLMs was carried out; data on problems related to operational reporting during the mitigation of medical and sanitary consequences of emergencies was systematized.Results and discussion: Systemic limitations for the application of AI in processing medical data of casualties were identified; an architecture for a hybrid DSS based on a domain-adapted LLM was proposed; the effectiveness of using AI for media monitoring and open-source intelligence analysis was considered.</p></trans-abstract><kwd-group xml:lang="ru"><kwd>искусственный интеллект</kwd><kwd>медицина катастроф</kwd><kwd>Всероссийская служба медицины катастроф</kwd><kwd>система поддержки принятия решений</kwd><kwd>большие языковые модели</kwd><kwd>мониторинг СМИ</kwd><kwd>типовые алгоритмы реагирования</kwd></kwd-group><kwd-group xml:lang="en"><kwd>artificial intelligence</kwd><kwd>disaster medicine</kwd><kwd>All-Russian Disaster Medicine Service</kwd><kwd>decision support system</kwd><kwd>large language models</kwd><kwd>media monitoring</kwd><kwd>typical response algorithms</kwd></kwd-group></article-meta></front><back><ref-list><title>References</title><ref id="cit1"><label>1</label><citation-alternatives><mixed-citation xml:lang="ru">Баранова Н.Н., Бобий Б.В., Гончаров С.Ф. и др.
