В контексте преодоления бремени хронических неинфекционных заболеваний особое значение приобретает стратегическое управление отраслью здравоохранения, реализуемое в том числе на основе современных цифровых технологий.</p></sec><sec><title>Цель исследования</title><p>Цель исследования. Разработка инструмента для объективизированной оценки и прогнозирования уровня цифровой зрелости здравоохранения с учетом стратегической важности борьбы с хроническими неинфекционными заболеваниями.</p></sec><sec><title>Материал и методы</title><p>Материал и методы. Проведено аналитическое исследование, включавшее систематизацию международного опыта, анализ и адаптацию принципов мониторинга цифровой зрелости. Валидность и надежность разработанного индекса оценена с привлечением международной экспертной группы.</p></sec><sec><title>Результаты и обсуждение</title><p>Результаты и обсуждение. Разработан и валидирован пациент-ориентированный индекс цифровой зрелости системы здравоохранения. На его основе впервые проведена оценка состояния, динамики, и осуществлен прогноз развития цифровой трансформации системы здравоохранения Туркменистана. Впервые системно проанализирована зрелость цифровизации системы здравоохранения Туркменистана. Выявлена положительная динамика от статуса «низкий» в 2018 г. к «развивающийся» в 2021 г. Путем прогнозирования определен оптимальный сценарий развития с достижением статусов «зрелый» и «инновационный» к 2026 г.</p></sec><sec><title>Выводы</title><p>Выводы. Валидность и надежность пациент-ориентированного индекса цифровой зрелости системы здравоохранения составили 0,92 [95% ДИ 0,88;0,94] и 0,91 [95% ДИ 0,87;0,94], соответственно.</p></sec></abstract><trans-abstract xml:lang="en"><sec><title>Background</title><p>Background. Strategic management of healthcare which, among all, includes modern digital technologies, has increasing importance in the light of non-communicable diseases burden.</p></sec><sec><title>Aim</title><p>Aim. To develop an tool which evaluates and predicts the digital maturity of healthcare, accounting for the strategic importance of combating chronic non-communicable diseases.</p></sec><sec><title>Materials and methods</title><p>Materials and methods. We performed an analytical study, making a systematic review of international experience, analysis and adaptation of the principles of monitoring digital maturity. The validity and reliability of the developed index was assessed, with international experts being on the team.</p></sec><sec><title>Results and discussion</title><p>Results and discussion. A patient-oriented index of the healthcare system digital maturity has been developed and validated. For the first time this index was used to measure the system state and dynamics, and to predict the development of the healthcare digital transformation in Turkmenistan. Systematic analysis of maturity of the healthcare digitalization was also a first in Turkmenistan. Authors found positive dynamics of the system going from “low” status in 2018 to “developing” status in 2021. An optimal development scenario aiming at achieving “mature” and “innovative” statuses by 2026 was established using forecasting.</p></sec><sec><title>Conclusion</title><p>Conclusion.
